Official Gazette for this October 2, 1972: THE PRESIDENT issued Presidential Decree No. 8, ordering and decreeing that Senate Bill No. 531 entitled “An Act to Promote the Discovery and Production of Indigenous Petroleum and Appropriating Funds Therefor” be “adopted in toto and shall henceforth be part of the law of the land.”
Also issued by the President were:
1) Presidential Decree No. 9 declaring violations of General Orders No. 6 and No. 7, dated September 22, 1972 and September 23, 1972, respectively, to be unlawful and providing penalties therefor.
2) Presidential Decree No. 10, ordering and decreeing the reduction of the percentage tax on stock transactions in order to speed up operations of industries.
3) General Order No. 12-A, amending General Order No. 12, dated September 30, 1972, by further defining the jurisdiction of military tribunals and prescribing that decisions of these tribunals shall be subject to appeal and/or review by the President.
4) Letter of Instruction No. 18, directing all heads of departments, other officers and agencies of the Government to help in the government’s information effort to keep the people properly and adequately informed about the state of affairs in the country, the objectives of the Martial Law proclamation and the conditions hoped to be achieved as a result thereof, and the various endeavors of the Government designed to bring about the New Society by coordinating with the Department of Public Information.
5) Letter of Instructions No. 19, directing the Secretary of National Defense, the Secretary of Public Works and Communications, the Secretary of Social Welfare, the Director of Public Works, the General Manager of the PHHC, the Presidential Assistant on Housing Rehabilitation Agency, provincial governors, city and municipal mayors, and, city and district engineers to remove all illegal constructions, including buildings on and along esteros and river banks, those along railroad tracks, and those built without permits on public or private property, as well as to relocate squatters and other persons to be displaced or evicted.
6) Letter of Instructions No. 20, directing the Secretary of Public Works and Communications and other officials concerned to dismiss immediately or to consider as resigned or to suspend for one year all officials and employees recommended for such disciplinary actions in their reports which were made integral parts of the Letter.
