Guns, Gangsters and the Reduction of the Meralco [Manila Electric Company] rates—these are the news that have gone big in the United States. 17,000 guns captured and surrendered is a massive number indeed which that is preoccupied with terrorism. So too with gangsterism since it is a risk to take a stroll in Central Park or Rock Creek Park even in the daytime. And the move to dismantle the hold of the oligarchs on our economy and thus our society and government—starting out with the Lopezes Meralco. So we must continue the raids on the NPA safehouses for the explosives and arms know they have.

And the heroin laboratories.

Official Gazette for this October 1, 1972: THE PRESIDENT focused on urgent desk work, in the course of which he issued three Letters of Instructions, namely:
1) Letter of Instruction No. 16, directing the Secretary of Agriculture and Natural Resources, the Secretary of National Defense, the provincial governors, city and municipal mayors, and the chairman and members of the Price Control Council to immediately implement and enforce strictly the provisions of Presidential Decree No. 7, which regulates the orderly marketing of livestock and animal products and establishes stricter control over animal feeds for the benefit of the mass of the people, particularly for consumers and those engaged in the livestock industry.
2) Letter of Instruction No. 17, giving a grace period to all persons, natural or juridical, to voluntarily disclose their undeclared incomes which may be in the form of concealed cash, funds (in any currency) securities, personal, real and other forms of property. These persons would be exempt from any investigation or inquiries into the source of these incomes or from any penalties that may have arisen on account of their failure to declare these incomes in accordance with law provided they disclose or declare, deposit or invest these cash or funds between October 1, 1972 and December 31, 1972.
3) Letter of Instruction No. 17-A, directing the Secretary of Social Welfare, the Directors of Child and Youth Welfare, Family Welfare, Vocational Rehabilitation and Field Services to dismiss or to require to resign for varied reasons certain officials and employees of the Department, as recommended by the DSW Secretary in implementation of the program of reforms of the Government.
