Luncheon meeting with the military bases panel to prepare for the meeting with Amb. [David] Newsom and staff next Wednesday at 10:00 AM.
We will emphasize the transfer of the administration of the military bases to a Filipino commander and a definite are set aside under the exclusive control of the U.S.
Amb. Newsom strikes me as a professional and not at all like a viceroy unlike his predecessor.
I am convinced that Pres. [James] Carter means what he says about turning a new leaf in the relations between our two countries.
The U.S. has even started to send us military equipment—36 APC [armored personnel carrier], 30 out of the 97 105 howitzers, 1500 155 mm ammo, and 1500 M203 40 mm grenade launchers for the M-16. I attach the list and a proposal on criminal jurisdiction in the bases as well as the letter of Pres. Carter.
