Official Gazette for May 15, 1973: THE PRESIDENT cited the country’s massive housing buildup and fishery development as areas where a non-profit Danish agency, which offered financial and technical assistance, may participate. The Chief Executive termed the offer—which was made by Mr. Henning Aaberg, managing director of the Danish industrialization fund for developing countries in a courtesy call in Malacañang—as capable of having “one of the biggest impacts on Philippine economy.” Mr. Aaberg reported that his agency has entered into a joint venture with a local company for the manufacture of automobile spare parts and brake linings. He added he had discussed with local industrial and government officials prospects for tourist promotion, food processing, fishing and refrigeration, and building construction.
SECRETARY OF Information Francisco S. Tatad rallied rural broadcasters to help the rural folk, specially the farmers, in initiating cooperative endeavors by utilizing fully the radio and other media. In asking the broadcasters’ participation in the Government’s cooperative development program, the secretary said the cooperatives are a potent force in carrying out programs and in bringing technology to the villages. “You must remember that under the New Society, information should be a form of social work and the target is social change,” the secretary said in a keynote speech before rural broadcasters from Luzon who are attending a five-day training seminar on the cooperatives development program in Baguio City.
THE COUNTRY registered exports earnings amounting to $168,634,621 last April, bringing to $568.5 million the total export earnings for the first four months of 1973. These figures are based on the latest reports tabulated by the Customs Export Coordination Department based on registered export values submitted by port officials throughout the country, including the Port of Manila and the Manila International Airport. The President has earlier projected a $1.14 billion foreign exchange earnings from the country’s principal export products for 1973. The top ten exports and their corresponding values are: sugar—$37,348,511; logs—$35,595,062; copper concentrate—$25,096,812; copra in bulk—$10,973,592; coconut oil—$8,253,605; bananas—$6,124,771; copra pellet—$3,625,959; native craft—$3,447,445; plywood with $3,143,786; and lumber with $2,206,896.
FILIPINO CITIZENS who have established residences abroad have signified willingness to visit the country and survey its improved conditions. The Department of Foreign Affairs, in this regard, made assurances that these visitors will have no difficulty in their return trips overseas. Foreign Affairs Secretary Carlos P. Romulo made this assurance following many requests from US-based Filipinos regarding the feasibility of making sentimental sojourn in the Philippines. The secretary said this ruling applies to Filipinos residing abroad and directed all Philippine consuls general in the US to disseminate this information to all Filipinos in their respective jurisdictions.
DEPARTMENT OF Finance announced that a 14 per cent per annum interest will be levied on overdue fixed taxes. Other new amendments on the National Internal Revenue Code pursuant to President Decree No. 69 issued are: 1) Proprietors, operators or leasees of cockpits are subject to the payment of a graduated rate of fixed tax depending on the class of the political subdivision where the cockpits are located. Cockpits in chartered cities and municipalities in the Greater Manila area are subject to an annual tax of P1,500; first and second class municipalities, P1,000; third and fourth class municipalities, P500; and in fifth, sixth and seventh class municipalities; P100. 2) In the annual taxes on occupation, pharmacists have been transferred from the P50 category to the P75 category: registered electricians and optometrists have been included in this category. 3) Dental surgeons under the same category have been changed to dentists in order to avoid misunderstanding as to comprehension of the profession of doctor of dentistry.
DEPARTMENT OF LABOR Secretary Blas F. Ople has instructed the Bureau of Women and Minors to draft a training program for the purpose of training overseas-bound Filipino workers. This program is envisioned to professionalize their various lines of service and build up their reputation for efficiency. This was prompted by the reported upswing in the recruitment of domestic workers in foreign countries, particularly in the United Kingdom and Hongkong. The labor secretary said these foreign-bound workers must have a good grasp of basic facts about their country to enable them to promote Philippine tourism abroad.
BAN on exportation of kapiz shells is still valid and shipment out of the country of this raw material is considered smuggling. The Government issued this reminder following reports that some Filipino exporters have contracted Japanese importers for shipping of large quantities of kapiz and other ornamental shells. RESEARCH PERSONNEL working on projects of the National Research Council of the Philippines (NRCP) should not be considered government employees, according to Justice Secretary Vicente Abad Santos. The justice secretary has ruled that these personnel are employed under a contract entered between them and the researcher by virtue of which they agreed to render service exclusively for the project covered by the NRCP grant to the research-employer. The justice secretary said that the contracts of employment are purely between the researchers and the research personnel.
