I have invited Pres. [Muammar] Ghaddafi to come to Manila even before the plebiscite—as of yesterday.
And we have decided that if Pres. Ghaddafi wants Imelda to go, she will go to Libya under the guise of the Industrial Exhibit and Fair at Tripoli, then invite him even before the plebiscite. We should be willing to postpone the plebiscite if that is necessary.
But our only hope of success in the negotiations is the interest and intervention of the Libyan President.
But we are still searching for an acceptable solution. For the plebiscite will reject the unification of Region 9 and 12 and keep out the 3 provinces of Palawan, Davao [del] Sur and Cotabato Sur.
Although I have Instructed the leaders to campaign for remarks of “Regional government—Yes, MNLF [Moro National Liberation Front]—NO.” Or some such remarks, to give as a possible solution of a united region with elections [be?] non-Muslims would rule.
