We finalized the preparations of Imelda for her trip to London, Madrid and Moscow. She travels alone with Inday (Dra. [Paciencia] Disini her cousin).

Gave a two month reprieve for the three convicted kidnappers and rapists in the Maggie de la Riva Case from Mar. 17th to May 17th.

Worked on the Northrop offer for the construction of a new International Airport and reconstruction of the burned Terminal.

I met Amb. [Henry] Byroade on the conviction of the Air Force men including Sgt. [Bernard] Williams who had been returned from the U.S. and who was not in the scene of the crime. Judge [Ceferino] Gaddi apparently is still seeking publicity. He even cited Sec. [Vicente] Abad Santos for contempt for non-appearance on a subpoena which was not served on him.

And Williams was convicted without his having been present in his trial. The court did not acquire jurisdiction, therefore

Amb. Byroade is afraid of repercussions in the U.S.

I announced that he would receive fair and just treatment in our appellate court.

Met Commanders Melody and Buko [Buyco] (Benjamin Bie and Poncair Dizon) and directed them to continue their efforts to get their men in Tarlac and Pampanga to infiltrate the NPA [New People’s Army].

Official Gazette for March 2, 1972: PRESIDENT MARCOS as usual started the day going over state papers needing his urgent attention. He later disengaged from his desk to attend to his morning callers.
Those who called on the President were Mr. and Mrs. Basilio Pineda and Mrs. Consolation Aquino, parents of the condemned rapists of movie actress Maggie de la Riva.
The Chief Executive granted a two-month reprieve to the condemned prisoners.
The President said that the reprieve will give the Department of Justice time to review and study all other cases against the doomed men which are pending before the Supreme Court.
In the afternoon the President resumed working on his desk.
He issued an administrative order revoking the authority granted to the Maharlika Insurance Co., Inc. to become a surety upon cognizances, stipulations, bonds and undertakings.
The revocation recommended by Secretary of Finance Cesar E. A. Virata was based on a certification from the sheriff of Manila that as of October 31, 1971, the insurance company was indebted to the government in the total amount of ₱788,656 on writs of execution for confiscated and forfeited bail bonds in various criminal cases.
Late in the afternoon, the President administered the oath of office to Roger Tiglao as representative for the second district of Pampanga.
The new congressman, who won by 15 votes over Cornelio Sanga, had lodged a poll protest which was decided only last week. He was earlier proclaimed winner by the Commission on Elections.

Gen. [Fabian] Ver is finding them.

Commander Melody confirms the assessment that the NPA and KMs [Kabataang Makabayan] are increasing in number.

I place all newspapers today in Envelope XVI-E.
