Imelda left for Libya by special PAL [Philippine Airlines] plane at 6:00 AM. I noticed she was nervous and tense.
Slept all morning.
Saw Gen. [Hans] Menzi and taped Pulong Pulong at 1:00 PM-2:45 PM on the Muslim question.
I emphasized the need to negotiate with Pres. [Muammar] Ghaddafi because he has been calling the shots all along (I also said the MNLF [Moro National Liberation Front] will not listen to anyone but him); traced the history of the negotiations and the original plan to set up an independent state composed of Palawan, Mindanao, Basilan, Sulu, Tawi-Tawi and Sabah under the Sabah Chief Minister; and the need to consult our people in a plebiscite which was agreed to in the Dec. 23, 1976 understanding in Tripoli and suggested by Minister Ali Abdussalam Treki.
Imelda called me up at 12:00 PM Manila time from Rome where they arrived at 10:40 PM Manila time after a smooth flight.
She is expected to see Ghaddafi in Tripoli, Saturday afternoon at 4:30 PM according to advance party leader, Gov. Benjamin Romualdez in Tripoli.
