Amb. Carlos Valdez has called to transmit the message of USec. [Carmelo] Barbero that Col. [Muammar] Ghaddafi is not yet in Tripoli and so has not received my last cable.
Because Fidel Castro is arriving tomorrow and everybody is irritable and edgy, he feels he should recess. I authorized this, but instructed him to write the white paper on why there is a stalemate for submission to the conference and to stay until I can talk to Col. Ghaddafi by telephone.
