Although we have normalized relations with the People’s Republic of China and the Union of Soviet Socialist Republics and I have reason to trust the word of their leaders that they will not attempt to subvert our Republic, the possibility of such subversion remains.
You will therefore update and reassess our plan of counteraction against another country building up the CPP [Communist Party of the Philippines], NPA [New People’s Army], PKP [Partido Komunista ng Pilipinas], MNLF [Moro National Liberation Front] and other subversive or dissident organizations or groups.
You will intensify intelligence efforts to obtain whatever information there may be or such security matters and submit reports to me on time.
