After settling the matter of the chairmanship and organization of the Price Control Council (I appointed Mrs. Carmen Dinglasan Consing member to represent consumers and told Sec. [Ernesto] Maceda to have Sec. Bung [Arturo] Tanco [Jr.] elected as chairman) so that they can attend to the petition for an increase in prices of oil products filed by the oil companies, (and since we cannot avoid an increase, it should be done before school opens as the increase may be accompanied by strikes and demonstrations); the Kiram heirs on the Sabah claim (I could not meet with them before I departed but asked them to go to Sulu to meet Sec. [Manuel] Elizalde who is going there to survey the possibility of developing their land grants with government loans); the composition of the Board of Examiners for Nurses; the policy on permanent forests etc., we left Manila at 8:10 AM (more than one hour late because of the sudden rush of the urgent problems above I had to settle before departure) and arrived at 9:30 AM, I with Ambassador [Henry] Byroade (US) and [John Curle] (British), Danny [Daniel] Vazquez on the PNB [Philippine National Bank] plane and Imelda with their wives and British commentator David [Wynne-Morgan] on the PAL [Philippine Air Lines] Toda plane, landing directly a[t] Barit island the airfield of which has been lengthened to 1,200 meters.

At 10:00 AM we were fishing on the Miss Barit. We caught only one small tuna or bonito. I reeled it in but it was on the fishing rod of Danny though he was not there so I took it.

In the afternoon, after a nap, we went back from 3:30 PM to 7:00 PM. NO LUCK.

So I went swimming with Imelda. Water not too cold if you swim around. Massage and

Before leaving Malacañang, the President directed: 1. Chairman Vicente Paterno of the Board of Investments to discuss with ASEAN investment agencies regional investment and industrial programs, taking into consideration the Philippine car manufacturing program and its expected effect on the economy of the region. 2. The Philippine ambassador to Washington Ernesto Lagdameo to submit an official report on the reported cut made on Philippine sugar quota in the United States.
In a memorandum circular issued through Executive Secretary Alejandro Melchor, Jr., the President asked all departments, bureaus, offices and government-owned or controlled corporations to sponsor or conduct on or before June 12 appropriate programs commemorating Philippine Independence Day.The directive was a reiteration of a circular issued by the National Independence Day Committee, chair manned by Secretary of Labor Blas F. Ople. In keeping with the temper of the times and cognizant of the imperative need for immediate reforms in society, the committee adopted “Social Regeneration” as the theme for this year’s Independence Day celebrations.
The committee said that “the 73rd Independence Day anniversary is an auspicious occasion for all departments, agencies and corporations owned or controlled by the government to give practical content to the theme of “social regeneration” by sponsoring programs and activities designed to relate themselves in a real and immediate sense to the reforms that “the people are clamoring for programs that would generate clearly and strongly a pervasive mood or temper for critical self-reexamination that could pave the way for the departments, bureaus, offices and corporations to improve their performance and their services to the people.”

But I received bad news that the Agriculture Committee of the U.S. House of Representatives has cut our sugar quota by ten percent to 1,314,018. It came in by code from Ambassador [Ernesto] Lagdameo. I hope we can still amend this as this means a less of about $30 million in dollar earnings.
