The most important aspect of the General Agreement of Cooperation with Gabon, signed by President El Hadj Omar Bongo is the secret protocol that was not published which commits Gabon to furnish the Philippine 250 tons of uranium ore (yellow cake) every year. This partially fills up our requirement at start of the nuclear power plant 1980-84 of 340 tons. We expect to get the rest from either Canada or Australia.

I have sent a mission to Canada and requested the Australian Ambassador on this. President Bongo may reflect the calypso culture of the equatorial Africa (he wanted to dance during the state dinner on the 8th and did so after the dinner when we were on the way out and the Bayanihan performers started to sing “Oye Bongo,” a song allegedly written to his wife) but he was the first head of state ready to make decisions and commitments.
