______ martial law administration as host for a conference of jurists, the answer may be found in the fact that martial law is primarily aimed at reestablishing public order. And although in the layman’s mind, martial law connotes authority, its ultimate basis must be law. Otherwise there would be no order.

A government leader sees the conference as similar to the military’s after battle critique, the aim of which is to identify the errors in battle with a view to rectifying them before the next bottle.

Acting President Zingh of the International Court of Justice quoted Mahabarata “He who gives to the law shall be sheltered by it for all time.”

I called up Prime Minister Lee Kuan Yew by telephone at about 5:00 PM after the conference speech to ask him to postpone his visit set for January 14-18 for a few days. And he agreed to come on the 16 (Sunday) at 1:30 PM up to the 20th.

He asked that I host the next Summit of ASEAN [Association of Southeast Asian Nations] of July or September since Malaysia cannot but to be discreet about it.

And the he wanted to pursue my October speech on the need for an ASEAN-Japan understanding on raw materials supply for Japan as well as financing and technology for ASEAN economic development. This against [Brozanski?] statement on U.S. foreign policy concentrating on Japan.
