Can we create a new form of government—a new political concept—that guarrantees [sic] effective leadership or authority that can adequately meet a crisis of any kind but at the same time is not or cannot turn tyrannical or oppressive but must be benevolent because it is democratic?
This is the question that we have answered with the barangay and the referendum with the President retaining constitutional dictatorial powers.
We are testing its viability.
