I have just received the answer of President [Muammar] Ghaddafi to my letter of Feb. 19,
1977 and it confirms the existence of a crisis in the second round of negotiations in Tripoli.
For he stated that if the three unified autonomous region, these would be considered gaps which would lead to a resumption of fighting.
He does not touch the matter of a plebiscite so I presume that he agrees with its being called.
I attach copy of the cablegram.
I have called a special meeting of the Executive Committee of the National Security Council for breakfast at 8:30 AM tomorrow.
