We sent additional instructions to USec. [Carmelo] Barbero from the Security Council that met yesterday noon:
- Reject the MNLF [Moro National Liberation Front] proposals as an offense to the honor and integrity of the Republic of the Philippines.
- Question the manner of conducting negotiations with Libya actually chairmaning the meetings and the running things when Art. II of the Dec. 23, 1976 agreement provides a Mixed Committee that would be composed of the Republic’s representatives and the MNLF.
- Register violations of the Ceasefire by the MNLF.
