Office of the President of the Philippines

Adrian [Cristobal],

Use this as the theme for the Heart Center speech—

F. E. Marcos [Signed]

This is a letter from FM addressed to his speechwriter Adrian Cristobal.

MALACAÑAN PALACE
MANILA

I am astounded at the conservatism, nay the backwardness of those in my profession—of the social engineer, or the political scientist or statesman—as compared to the radical measure and approaches of natural science—medical science for one.

I am reminded of this as I view this Heart Center and all that it stands for in medical and scientific progress.

The favourite whipping boy of ecologists and government bureaucrats is technology. But the truth perhaps is that this fierce antagonism against natural science is a subconscious confession of the inadequacy of political and economic thought as compared to the natural sciences.

Progress has been due to tenacious and persistent resolution of a few pioneers in the medical field.

We need such pioneers in political and social science.

Describe the new political concept we seek to evolve in the Philippines. The conservatism or pedantic adherence of classical constitutionalism—______.

This undated text appears to be the Heart Center speech FM refers to in his February 11, 1975 letter to Adrian Cristobal.
