Lunch conference with the governors and mayors of the 13 provinces affected by the MNLF [Moro National Liberation Front] agreement with Sec. [Jose] Roño and Sol. Gen Estellito Mendoza.
Some problems have come up. If the plebiscite is all over the 13 provinces, all of them except 5 may opt to be out of the Muslim Regional government.
So when will be [sic] plebiscite be, before or after the Mixed Committee meeting Feb. 5-Mar. 3rd, 1977 for the details of the agreement.
Will it not be better to have all the 13 provinces included so that the elections for the Regional Assembly will be won by the non-MNLF people?
What powers to allow the Regional government. Sources of revenue.
Jurisdiction of the Sheira [sic] Courts.
Strength of regional security forces. Will there be a counter balance for such forces?
Elections—when? June 1977 within two months of the agreement.
