At 3:00 AM this morning when we called up Pres. [Muammar] Ghaddafy, Minister Ali Treki answered Imelda and confirmed that a final agreement in principle along my proposed compromise according to the constitutional processes of the Philippines had been adopted.

Pres. Ghaddafy sent Minister Al Treki to the telephone to talk to Imelda as he was with the Bulgarian President at the time.

At 5:00 PM USec. [Carmelo] Barbero called me up to tell me that Minister Al Treki had included two more paragraphs, the 1st on ceasefire to be effective Jan. 20, 1976 [sic] (to give time for MNLF [Moro National Liberation Front] to notify its men) and supervised by a group of the Phil. gov’t [government] and MNLF as well as the Islamic Conference, with us taking the position the Islamic Conference should be mere observers, and the second the temporary government to supervise the elections until the organization of the autonomous government which we oppose as the Comelec [Commission on Elections] has exclusive jurisdiction over all elections and there is a government in the provinces and cities of the region.

I have insisted that there be a surrender of firearms and an oath of loyalty to the Republic before any grant of amnesty.

At 8:30 PM, Manila Time we finally agreed on the Ceasefire Declaration and the contents of the Agreement after talking to Dr. Al Treki and USec. Barbero by telephone for about an hour.
