I also told him of the theme of the new book “The Constitution and Martial Law”—that it is a rationalization of the effort to bring about revolutionary change without bloody revolution.

“Can we accept the lack of ingenuity of man that he cannot institutionalize the mechanism to peacefully fashion radical change if necessary. Or must he always, as history has shown, have to kill, destroy and maim his own kind to attain his noble ends.”

I intend to appoint Bobby Lim as Undersecretary of Industry for small and medium scale industry which we must now push as hard as possible.

The Asian Director for IMF [International Monetary Fund], Mr. Tun Thin is much impressed by my book, “Notes on the New Society.” He calls it an articulation of the New Socialism although he does admit we are at most a modified free enterprise society.

He has commented that there is no President who has written so clearly of his plans—the economic solution to the political and social problems of his country.

“Indonesia and Korea as well as the other countries are interested in growth alone. But you in the Philippines have gone farther into the equal distribution of the fruits of growth.”

“No mention of industry.” So I had to tell him of the new edition of the book which includes the program for small and medium scale industries and the new towns. He agreed with these programs and promised support.

I promised to send him the new edition of the book.

“You need more men like Alex Melchor”. “Let them prepare the options for you.”

“And you need a better man in DBP [Development Bank of the Philippines].” He is not impressed with Leo [Leonides] Virata.

“I wonder how the President can stand the inanities of Sec. [Arturo] Tanco [Jr.] and Chairman Virata. He is most democratic.” But he should have better men.

And he favors [Gabriel] Itchon of the Central Bank in the DBP.
