I was briefed by the military bases panel on the points of agreement and disagreement at breakfast.

I attach my notes.

U.S. Deputy Sec. of State [Charles] Robinson arrives today and we have breakfast with him tomorrow.

The National Security Council which met at 10:00 AM has unanimously supported my suggestion that we denounce the Mutual Defense Pact if the official position of the U.S. is that they will not defend the Philippines from an attack or any part of our territory unless the U.S. military bases or facilities are directly threatened (the Symington Report) as further clarified by Ambassador Sullivan in the military bases negotiations.
