While we were inaugurating the Philippine Art Center, the PAL [Philippine Airlines] BAC-11 plane in Cagayan de Oro was being hijacked by three men.

I have directed Contingency Plan No. I on Hijacks which is erode the will of the hijackers by continuous negotiations and by all means not to allow the plane to take off with the passengers.
