I have directed MGen. [Fabian] Ver to bring Lt. Gen. Vernon Walthers, the Deputy Chief of the CIA [Central Intelligence Agency] who is here apparently for the transfer of their headquarters from Bangkok to Manila, to see me at the Palace at 12:00 AM [sic].

We want to know the participation of the CIA in the Macapagal zarzuela.

He has denied any knowledge of or participation in the zarzuela, whether personally or the CIA as an organization.

He claims the CIA money would be spent against Russia and China, not against me or the Philippines.

I believe him, to a certain extent, but there are independent operators in the American government.

I feel pity for the Ex Pres. Macapagal. He will be known by history as the ex president who was refused sanctuary or asylum by the U.S. Embassy when he imagined his book that seeks to stir the Armed Forces of the Philippines to take over political power, would be seriously considered by us and his arrest ordered. Not worth much attention. Worse have been said before.

“He is not only a tool but a fool,” people are now saying.

How degrading,

And his book, “Democracy in the Philippines” is obviously not written by him.

I see the hand of Primitivo Mijares in it.
