My dearest Friend,

Your remarks on the outline of the programme are undoubtedly very apt and reasonable and therefore we shall create another section called Races and Independent Regions in which we shall include all sultanates and independent tribes, such as the Moros, Negritos, and others.

The same with geography, climatology, etc. We want to divide the first section into two parts: One physical and the other historical. In our opinion, we should not have too many session, because we fear they will tire the rest of the members.

With reference to the German members, we believe it would be too difficult to elect always two members from each nation, for then, if we put two Germans, as you very well say, we shall have to elect also two French, two Spaniards, two Filipinos, etc. Therefore, if you have no objection, we prefer Dr. A.B. Meyer who has written and published much on the Philippines and he lives near you and he is your friend. We beg you then to talk with Dr. Meyer and if he agrees to be a counselor, I shall write him in my capacity as secretary. We have nominated two German members because we cannot decide who is the more worthy of the two. if it is the explorer from Berlin or the privy councilor of Dresden who is devoted to the study of natural sciences.

Could you give me a letter of introduction to Dr. Kern? I do not dare write him without having met him. Dr. Kern can do much for us for having written already on the Tagalog language.

I thank Dr. Czepelack very sincerely for having persuaded you to accept the presidency. Without you we would have been a body without a head.

For the president we are thinking of publishing some pamphlets during the sessions or after them, but if you are of a different opinion we shall subordinate our own to yours.

As soon as Drs. A. B. Meyer and Kern have accepted their appointments, we shall have the programme printed, because many are waiting for it
