The threat posed by the priests and front organizations has died down because of the overwhelming mandate of the people in the Oct. 16, 1976 referendum-plebiscite.
Whenever there should be such threats that arise out of a claim that the subversives speak for the people, the political action through the barangays and kabataan should be resorted to. ·
In the PRC [People’s Republic of China] the counter-action is through demonstrations and rallies. This was shown in the anti-Chiang Ching and 3 others after the death of Chairman Mao [Zedong].
We are now studying the implementation of the mandate of the people to be more strict in enforcing the laws specially the subversion and criminal laws.
