I have just ordered the Intelligence agencies (NISA [National Intelligence and Security Authority] and J-2 [Deputy Chief of Staff for Intelligence]) to prepare a plan to counteract any plan of subversion on the part of the Peoples Republic of China and the Union of Soviet Socialist Republic (actually to update existing plans). I attach copy of the letter.
The first would use the Peking oriented CPP [Communist Party of the Philippines] and NPA [New People’s Army] with the Chinese community as support and the second would use the old Partido Komunista ng Pilipinas.
While I have publicly avowed trust in the leadership of the two big communist countries, I am not so naive as to close my eyes to the possibility of subversion.
So we have to prepare for it.
We must control the Federation of Filipino Chinese Chambers of Commerce. And get closer to the PKP who surrendered personally to me sometime ago.
