I have ordered the mater to be seriously considered.
Tuam Askar Hasbelah was brought by a known smuggler of [Diosdado] Macapagal days Hadja Haridja Nambi. Tuan Askar Hasbelah is the Secretary of the Interior in the state of Sabah and has come to tell me that Tun Mustapha is willing to meet me in London from June 14th to 22nd when he must be in Kuala Lumpur to attend the [Muhammad] Ali-[Joe] Bugner fight. I counter proposed that we meet on board a ship between Kutad Pt. on Banguey Island of Sabah and our island of Balabac.
Perhaps the First Lady can meet him.
Amb. [William] Sullivan left for the U.S. on home leave this afternoon. He asked me to be more specific on my proposal on the bases. I sent word to him, through Executive Secretary [Alejandro] Melchor [Jr.] that the concept of turning the bases into industrial states with some facilities exclusively for the U.S. set aside—or that of complete military take over by the AFP with facilities leased to the U.S. the rent to be sufficient to maintain the bases.
He says it will take 3 to 4 months for the U.S. to determine their basing requirements.
