It seems that only a few of the officials involved in the fertilizer and cattle anomalies are being formally charge and investigated.
I hereby direct Sec. V. Abad Santos that all officials who approved the transactions be clarified and investigated criminally and the matter publicized.
There should be no tolerance of any attempt at a cover-up.
