I direct you to prepare a decree then declare illegal, and authorize the government to take over, the ownership and operation of motor boats less than a hundred feet in size with a speed in excess of twenty knots an hour. Those used for lawful purposes shall be paid for. Others will be sequestered.
I want the decree in 24 hours.
