The transfer of the Nichols Air Base facilities to Sangley Point should be phased over a four year period.
In the meantime the old Balibago Airport area can be used for the establishment of the trading center in the MIA [Manila International Airport].
Prepare the plans accordingly.
In the meantime plans for a new MIA in the Bulacan-Pampanga coastline (reclamation) should now be prepared.
