When I was approaching Green No. 12 (we started at Hole No. 10) Paoay Lake Golf Course, I received the call to go back to the house at Paoay Lake to receive the telephone call of Sen. [Daniel] Inouye for which I had delayed my trip back to Manila.
In short he said that “your 1979 year will be a Happy Year.”
He had talked to Sec. Cyrus Vance, Sec. Harold Brown and Asst. State Sec. Richard Holbroke who could not believe that the negotiations were coming to a close successfully except for the economic assistance funds.
And they were going to see Pres. [James] Carter to recommend acceptance of our request. So Sen. Inouye had no doubt it will be approved.
But a word of caution that Amb. [Richard] Murphy did not know of this intervention at all.
So, at last we will finalize the bases treaty amendments!!

The group was headed by Frank Evaristo, 1979 Philippine Jaycees treasurer and vice president of the Manila Jaycees.
