Arrival of Imelda at 6:10 PM from the U.S. She has been away since Sept. 25, 1977 on the following missions:

  1. To deliver and explain the letter I wrote to Pres. [James] Carter on the military bases and other military problems. It presents a new concept for Phil-American relations.
  2. To prevent the inclusion of the southern secessionist problem in the Islamic Conference of Foreign Ministers that was to be held Oct. 3, 1977 in New York; and also to prevent any attempt to include it in any UN [United Nations] body deliberations.
    In the process she will renew our close ties with the Islamic Foreign Ministers
  3. To improve our relations with the U.S. Congress and media.
  4. Obtain the services of a public relations firm.

She has accomplished her mission rather well and in addition started a furor in the UN General Assembly by inviting the UN Gen. Assembly to hold its meeting next year in Manila. Now at least they know the Philippines!

She has been able to meet the other decision makers like [Brezanski?] and Vance.

And the $20 million military aid for the Philippines was passed.

Pres. Carter has told her that he welcomes my proposals in the letter. He sent me a letter of Oct. 18, 1977 and has told me that he will send Ambassador David Newsom with positive proposals.
