The Security Council has issued instructions to USec. [Carmelo] Barbero at my instance.
And I have answered Col. [Muammar] Ghaddafi asking that I talk to him by telephone on the matter of the noninclusion of Pulawan, Cotabato Sur and Davao [del] Sur being gaps which would result in a resumption of the fighting.
Attached are copies of the communications.
I have also notified the two ambassadors of Egypt and Saudi Arabia of these developments and of the violations of the ceasefire by the MNLF [Moro National Liberation Front].
There is fear Nur Misuari may meet with a separatist movement in his own MNLF by those who feel they should not negotiate.
So, paradoxically, we have had to strengthen Nur Misuari by helping leak out their strong adversary position with Tripoli negotiations. They practically ask for an independent state.
