We decided in the joint meeting of the General Military Council, the Cabinet and civilian leaders to hold a plebiscite on the Mindanao or Southern autonomous region on February 21st and an election of the regional assemblies throughout the Philippines in March 21st 1977. And postpone the elections for the Batasan Pambansa.
Ambassador [Eduardo] Romualdez called me up at about 9:30 PM to inform me that he met with U.S. State Department officials headed by Undersecretary [Philip] Habib (including Richard Holbroke State Dept. man on the Western Pacific and Fleck of the Philippine Desk).
They did not seem to know that as of November we had stated that the assurances of Sec. [Henry] Kissinger were not acceptable and that Sec. Kissinger had promised that the Secretary or the U.S. President would tell me personally the proposed formula on nuclear weapons.
