Another project that I have started is getting close to Chief Minister Harris Saleh of Sabah. I have assigned Engineer Rodolfo Cuenca of CDCP [Construction and Development Corporation of the Philippines] to this.
Last night he attended the dinner at Malacañan and reported that he has gone to Sabah where his CDCP has won two road-construction contracts. He was invited to meet with Chief Minister Saleh in Sabah. So I told him to get into a joint business undertaking with men close to Harris Saleh, which he did.
Min. Harris Saleh will meet him tonight in Hongkong preparatory to an unofficial visit to Manila. I hope to meet him secretly when he comes.
An alarming piece of news has come from the CIA [Central Intelligence Agency] sources in Manila. The Vietnamese have built a 575 meter airfield in their occupied island of the Spratly, good for recovery of some combat aircraft and transport by air of personnel and equipment.
