Admiral Noel Gayler, CINCPAC [Commander in Chief, Pacific Fleet], accompanied by Rear Admiral [Robert] Baldwin, Commander of the 7th Fleet and Ambassador William Sullivan come to pay his last courtesy call as he is retiring at the end of the month.
Ambassador Sullivan was surprised when in answer to his question about China and whether the Chinese had committed themselves to negotiate peaceably on the Spratlys and/or the Reed Bank. I told them that they had committed themselves to this when I visited China in 1975 and talked to Chairman Mao [Zedong], Premier Chan Lai, Tong Tsias Ping and Foreign Minister Chiao [Qiao Guanhua] about the Spratlys.
Admiral Gayler repeated the line of the need to strengthen the defenses against Russia.
