I followed up the instructions I issued last Friday on the field commanders being allowed to handle the problem of the Christian Left on their level.
I have directed that we now study the calling a constituent assembly to amend the constitution to consider:
- The change of the form of government.
- Amendment of the martial law provision to allow a declaration of emergency with ample power without the use of the term martial law.
