Now he has picked at random statements in the Amnesty International Report and written on “Torture in the Philippines.”

He is the same officer from whom I practically begged for any help in the way of arms and ammo when the MNLF [Moro National Liberation Front] fighting started in 1973. I flew to Clark Air Force Base to see him and plead with him. All I asked was that the military assistance that was delayed (some as much as two years) he delivered on time. The plea was disregarded.
