In accordance with our policy I announced yesterday on meeting with the Vietnamese delegation headed by Phan Hien, Sec. Carlos P. Romulo has signed a joint communique for the establishment of diplomatic relations between our two countries.

This should open up the possibility of first of all settling any conflict we may have of our claims in the Kalayaan (or Spratleys). They have occupied some islands after we occupied them. And Nationalist China is in occupancy of the biggest island Itu Aba.
And induce the Vietnamese from supporting subversives in the Philippines. This year has been nagging me since the U.S. withdrawal from Vietnam and left all that lot of armaments that makes Vietnam next in military power next only to China and India.
