Was met by Manda [Manuel] Elizalde [Jr.] at Nichols Air Base upon arrival from Tacloban with a fantastic report of several witnesses confirming the fact that Bishop [Francisco] Claver is the top ranking NPA [New People’s Army] in Mindanao before when some of the witnesses swore affiliation by oath to the NPA. And that he participated in the grenading of the Davao City market or theater (or its burning).
With him are various priests—Father Rex, Ruvayra (Mary Knoll), and Mayo. They have forced themselves sexually (including Bishop Claver) on the girl scholars of Panamin [Presidential Assistant on National Minorities] and are pushing drugs including marijuana, cocaine and opium in Davao.
We are now following up the leads.
The Summer Institute of Linguistics is involved. And some officials like Mayor [Luis] Santos of Davao, Vice Gov. Seceda of Davao [del] Sur.
If this is true then we have much to do.
I have asked MGen. [Fabian] Ver to see if we can infiltrate [Victor] Corpuz who is now with us, into this group. And/or other infiltration agents.
As well as catch these priests and leaders in flagranti [sic] with the guns they are
concealing or drugs or in conference.
