Imelda arrived from Tokyo by the chartered PAL [Philippine Airlines] Champaca at 11:35 PM. Depression Gloring is just off the SE of Aparri as she says the last hour of their flight was somewhat turbulent.

Imee arrives tomorrow. We have a problem with her as she has lost interest in her studies in Princeton. We may send her to Peking. The Chinese will think we are trying to get into their good graces. But she will be there when Mao [Zedong] dies and a violent factional conflict develops.

I have asked Sec. [Carlos] Romulo to call the Chinese Ambassador Ke Hua to tell him that we would like to quietly negotiate about the Kalayaan group of islands.

And authorized a delegation from Vietnam to come to the Philippines to negotiate normalization of relations as requested by them through our ambassador to France, Ambassador Moreno Salcedo.

We will then be able to negotiate any differences and prevent misunderstanding. I have a feeling that with the arms captured by the Hanoi government from the Americans, they will pose a threat to Southeast Asia in the future.

You are authorized to represent me and the Republic of the Philippines in the negotiations with the United States on the use of facilities by them inside Philippine bases.

This authorization previously given to you includes a discussion of all the subjects embraced in Article II Par. 6 of the Philippine proposal, more specifically nuclear weapons and ballistic missiles among others.
