Dinner conference on the military bases negotiations last night.

I had ordered the original proposed agreement which marked out the facilities or area for the United States. We left this area blank in the final draft to depend on the answer of the U.S. to our letter Inquiring as to the personnel strength, inventory and requirements.

We also impose direct and indirect taxes, impose jurisdiction on all crimes without exception, limit the area from 70,000 hectares to about 2,000 hectares.

We require the U.S. to convert part of the bases into industrial estates at their expense, and to pay for the upgrading of the AFP [Armed Forces of the Philippines] under its self-reliance defense progmrn and also to pay for the administration of the bases.

I have taken the children (Imee and Irene) who came home with me on an outing to Hamilo Cove, Batangas on board the Pangulo, with the editor and publisher of Institutional Investors, Gilbert Kaplan and wife Lena.
