There may be no Summit Conference. This I told Gen. Yoga [Sugomo] last Wednesday when Pres. Soeharto sent him to see me about our insistence to change the Declaration of Economic Cooperation into an ASEAN [Association of Southeast Asian Nations] Concord and the insistence of the Malaysians to have Chapter IV of the Treaty of Amity and Cooperation applicable only with the approval of all the conflicting parties. And they want this in a secret protocol.
I have counter offered a proviso that if the dispute should result in hostilities or the movement of arms, military equipment or troops from one country to the other.
I am sure that it will end in a compromise but we will probably be when I arrive in Bali tomorrow.
