Inspected Laguna de Bay where about 5 million bangus have died in the fish pens (specially in Cardova) from lack of oxygen in the water caused by a number of factors: overstocking of fish in the fish pens, crowded fish pens, leaving no passageway for transport on water and preventing movement of water, dirty and matted nets effectively preventing the free flow of water from and into the fish pens, algae that proliferates this time of the year (summer).

When I arrived it was windy and rainy. The people and Dir. Of Fisheries [Felix] Gonzales said this would cause the water to circulate and thus effectively remedy the deoxygenation of the water.

Official Gazette for July 13, 1975: THE PRESIDENT authorized the conversion of Basilan City High School into a national high school to enhance the government’s educational development program in that province. The Basilan City High School is the only public high school in Basilan province, serving both Christians and Muslims. Now called Basilan National High School, it is provided by Presidential Decree No. 709 with an initial funding of P500,000 for its conversion, operation and maintenance during fiscal year 1975. Thereafter, such sums as may be needed for its operation and maintenance shall be included in the annual general appropriations measure. In addition to the sums appropriated, tuition fees of students shall accrue to the national high school for its operation and maintenance. All equipment, property, assets and liabilities of the city high school are transferred by PD 709 to the Basilan National High School.
