Dr. [Guillermo] de Vega has just written me that the Supreme Court has resolved the pending suit on the new Constitution and as of this moment is distributing its decision in favor of our position—6-4.

The four dissenting Justices are:

  1. Chief Justice Roberto Concepcion
  2. Justice Calixto Zaldivar
