Ordered the preparation of an order reestablishing the Sulu-Sabah trade P5,000 per trip or monthly for each duly registered trader whichever is lower and for each trader to check out and in with the established checkpoints.

And the completion of the three refrigeration units of the Sulu Archipelago.

I also ordered the procurement of reefer boats (300 tons each) through reparations.

I attach copies of orders.

Had to postpone procurement of raw materials and metal working equipment for the ammo plant because MITI is holding up the entire $90 million 17th year schedule because of this item being objected to by the opposition party.

Instead we will procure reefer boats. I attach the wire of Gen. [Eulogio] Balao.

Bongbong VI (the 180 mm hydrogen fueled rocket) exploded on take off at the test site in Cotabato. I attach report.

I also attach messages from Pres. [Richard] Nixon etc.

Official Gazette for December 3, 1972: PATENTS IN THE United States and the Philippines on a unique “universal clock” that not only shows the time anywhere in the world but also announces it, was won by a Filipino inventor. In the clock invented by Gregorio T. Guintos, 68, of Hinobaan, Negros Occidental, time is shown at any point on the earth. This includes the hour, minute and date, as well as whether it is daytime or nighttime. Guintos who is neither a scientist nor a horologist, was granted U.S. patent No. 3611704 on December 5, 1969 for inventing his universal clock. On July 29, 1971, the Philippine government also awarded him patent No: 6994, and this year it gave him financial assistance from the Special Science Fund to build a working model.
SOME 4,128 enlisted men’s promotional vacancies in the table of organization in the Philippine Army will be filled up this December. Affected by the directive are 1,870 private first class personnel, 1,124 corporals, 672 duty sergeants, 366 staff sergeants, and 128 technical sergeants who will be promoted to the next higher grade. Enlisted personnel who have spent 10 or more years time in a grade, and those holding temporary ranks on eligible status are given priority in the selection for promotion.
