Called up Secs. [Carlos] Romulo, [Juan] Ponce Enrile, [Vicente] Abad Santos, [Alejandro] Melchor [Jr.] and Minister Hamilton to set up the conference with the two American base commanders of Subic and Clark with our people at 6:00 PM at the Palace tomorrow in preparation for the briefing by Sec. Romulo at 9:00 AM Monday at Maharlika Hall for the senators, representatives, governors, city mayors, municipal mayors and civic organizations on the use by the U.S. Armed Forces of their bases in the Philippines.
The AP [Associated Press] quoted the Pentagon as saying that most of the shells and bombs used in Vietnam came from Subic Naval base which is “the main supply base of the 7th fleet.” This is denied by Minister Hamilton as unauthorized.
Referred the Maggie de la Riva rapists’ case to Sec. Abad Santos for further reconsideration in view of the appeal of the convicted men, their lawyers and relatives.

Official Gazette for May 13, 1972: THE PRESIDENT submitted to the Commission on Appointments for confirmation the nominations of seven more persons to posts in the government, even as he continued devoting his time to state papers, including reports from government agencies.
Nominated were:
1) Dr. Agaton Ursua, as member of the board of directors of the Philippine National Railways, representing the minority party;
2) Candido Giuam, as member of the board of governors of the Agricultural Credit Administration, representing the minority party;
3) Dr. Patrocino S. Santos, as member of the Board of Pharmacy;
4) Juanito Hernandez, as third assistant provincial fiscal of Davao Oriental;
5) Elano Cabrera, as fourth assistant provincial fiscal of Davao Oriental;
6) Benjamin U. Pacetes, as fifth assistant provincial fiscal of Davao Oriental; and
7) Rodolfo M. Serrano, as assistant provincial fiscal of Davao Oriental.
Official reports received by the President included that of Secretary David M. Consunji of Public Works and Communications, informing him, among others, that he has ordered the automatic disqualification in highway construction of prospective bidders with low performance capabilities.
Secretary Consunji, on instructions from the President, has conducted a three-day inspection trip of the Manila South Road.
