- Since the local government will retain about P650 M of the national Income from taxes beginning April. So I asked Com. [Misael] Vera and [Conrado] Diaz to see to it that the second installment of the income tax be paid to the provinces and cities where we can spend their share of the tax for specific needed projects.
We need P50 M for this. I believe we can raise it this way. - Signed the Dollar Deposit bill. It includes dollar loans from local banks of about $200 M since this is 85% of the $230 M total deposits.
- Directed Leo[nides] Virata to change the attitude of DBP [Development Bank of the Philippines] of not going out of its way to help the applicants for guarantees and loans.
- Asked Com. [Faustino] Sychangco to review the deficit level of P250 M so that we may release at least part of the P48 M infrastructure funds and the funds needed by the AFP [Armed Forces of the Philippines].
- Talked to Cong. [Roque] Ablan [Jr.] on Ilocos Norte politics and Jose de Venecia. on oil exploration and Pangasinan politics, Uging [Constantino] Navarro, Nanding [Fernando] Velasco and Bert [Roberto] Sabido on releases and ambulances for hospitals.
Official Gazette for April 4, 1972: PRESIDENT MARCOS received some members of Congress and other government officials who called at Malacañang following his return from Baguio City where^ he spent the Holy Week.
Among the callers were Reps. Constantino C. Navarro of Surigao del Norte and Eduardo M. Cojuangco of Tarlac, who briefed the President on the salient provisos of the bills on national security, sale of military reservations, and retirement system.
General Manager Roman A. Cruz,, Jr. of the Government Service Insurance System (GSIS), Administrator Gilberto Teodoro of the Social Security System (SSS), and Reps. Roberto Sabido of Albay and Roque Ablan, Jr. of Ilocos Norte also briefed the President on the salient provisions of the bill on housing, which could, eventually be “the charter of the government’s housing program.”
Senator Magnolia W. Antonino, Central Bank Governor Gregorio S. Licaros, Representatives Jose de Venecia of Pangasinan and Fernando Veloso of Western Samar presented to the President for his signature the bill on foreign currency deposit system.
Those who conferred with the President privately were former Secretary of Labor Blas F. Ople, Commissioner Misael P. Vera of the BIR, Chairman Leonides S. Virata of the DBP, and Commissioner Baltazar Aquino of the Bureau of Public Highways.

7. Directed Gov. Greg [Gregorio] Licaros to update the rules on dollar loans and the project of Filipino ownership of an oil refinery.
We are working on the final plans for the trade with Russia and Red China.
And the loans from Japan and the World Bank.
Tomorrow l have breakfast with Mr. Kearns, Pres. of the Export-Import Bank. He is willing to finance the MIA [Manila International Airport] rehabilitation and construction but ADB [Asian Development Bank] may offer better concessional terms.
