Heard mass before lunch then slept the whole afternoon till 5:00 PM when I met Pablo Bustamante, Jr. who wanted to consult me and seek my permission to allow the lawyers to use the blackmail papers the lady writer, [Carmen] Chit Navarro Pedrosa, had sent us asking for P500,000 to be deposited in her account, the return of P200,000 allegedly advanced by her father to Cesar Lanuza for two reparation boats and two boats to be included in the next reparations schedule. She has filed an injunction and damage suit against Bustamante to stop the printing of her book “The Untold Story of Imelda Romualdez Marcos” which is libelous of her, her father and other persons. I personally believe she is just playing for more publicity. And we should allow her to do her worst.
Another shocker was the revelation of Luis Beltran that she had played a taped conversation of Imelda with Zita Feliciano and the claim that the Malacañang telephone lines are all tapped. We should look into this.

Official Gazette for August 9, 1970: President Marcos had another quite but busy weekend, disposing of urgent official papers in his private study.
The President started his paper work at about 10 a.m., breaking off from his desk at well past noon for lunch. In resuming his work later in the afternoon, the President went over official reports from government agencies and special groups, one of which was on the dollar repatriation plan submitted by Labor Undersecretary Raoul Inocentes, chairman of the Special Presidential Mission on Dollar Repatriation. Inocentes informed the President that vast dollar earnings of Filipino nationals overseas are joining into the Philippines via the Marcos dollar repatriation scheme and the new dollar account plan which guarantees the inviolability of dollar deposits in the Philippines. During its mission overseas, the special presidential team, according to its initial report, was able to sign up several dollar accounts with Filipino businessmen with earnings abroad representing considerable sums.
At the same time, the Mission reported successful conferences with American base representatives and: representatives of American firms employing Filipino personnel which, would ultimately guarantee the massive, influx of dollar earnings into the Philippines. The Mission reported that the Marcos dollar scheme has found active support in the American bases, particularly with the issuance of a U.S. Defense Department procurement circular and a military directive providing for mandatory dollar remittance by third country nationals, including Filipinos, to their countries of citizenship or permanent residence.

Surely Malacañang communications were closely monitored, so the issue here was not wiretapping but rather who had leaked that particular recorded conversation.
