Suffered from too much durian which I ate when hungry. Relieved by three doses of gelusil and some food.
After the confidential conferences in the morning, lunch with the Investors Association at Alta Vista which according to [Geronimo] Ronnie Velasco has been condemned because of the earthquakes.
2:30—3:00 PM—Met with Greg[orio] Licaros and Cesar Virata on the Monetary Board meeting which was supposed to pass as amendment to Circular 289 (80-20 retention scheme for the big four; copra, logs, sugar and copper) so that it becomes a ten percent across the board tax on all exports in excess of P5 million in 1968.
But the senators who have been told of the holding back of exports because of the expectation momentarily of the passage of the lower export tax bill—are standing pompously and pettily on their hurt pride. “If the monetary board can do it, why should we?” is Sen. Jose Diokno’s expression of Senate feeling.
So we have had to postpone action until next week.
